The best by some margin is Anslyn and Dougherty's book Modern Physical Organic Chemistry. Comprehensive and beautifully written.

Atkins physical chemistry - well pitched entry level text.

Atkins is OK for physical chemistry, but it's not really a Physical Organic text -- different courses. – Geoff Hutchison Feb 7 at 17:03
I was in supramolecular organic chemistry, but we did not really have a separate book on Phys Org Chem... Atkins' Phys Chem, March' Adv. Org. Chem., and Carey & Sundberg' A+B. – Egon Willighagen Feb 12 at 16:04
